The mismatch

It isn't a shortage of chargers. It's a shortage of access.

There are 164,705 battery EVs in Finland inside a plug-in fleet of 351,744 vehicles — 13% of the entire car fleet. The hardware to charge them largely exists. It's just pointed at the wrong half of the country.

Demand side

The apartment driver

48% of Finnish households live in apartment buildings. Their parking space isn't theirs, and retrofitting a building takes a housing-company decision and years.

  • No way to install a private charger — the decision isn't theirs to make.
  • Planning every week around someone else's public infrastructure, for the life of the car.
  • Paying commercial network rates of €0.40–€0.55/kWh on highway-focused networks.
  • No discovery mechanism, no lawful payment path, and no trust layer for the charger two streets away.

Supply side

The idle wallbox owner

The detached and terraced housing around every apartment block holds a large installed base of private wallboxes — in use roughly four hours a day.

  • Twenty hours a day, an expensive asset earns nothing.
  • No metering assurance a private individual could stand behind for billing.
  • No payment rail, no liability cover, no tax-reporting mechanism they could set up alone.
  • The upfront cost of the charger is rarely recovered, because ownership carries no revenue mechanism.
And the gap is widening, not closing. Finland reached 49% BEV share of new registrations in H1 2026 — third highest in Europe — and it got there after every purchase and installation subsidy had been withdrawn. That's durable demand, not incentive-propped demand. Public supply hasn't kept pace, and none of the eighteen operators registered on Finland's national access point offers peer-to-peer sharing.

€5.50 net, on a session that used to earn nothing

One overnight charging slot, modelled at 35 kWh — roughly 4.7 hours at 7.4 kW, a typical home wallbox rate. The host sets the price; guidance is €0.38/kWh, the Finnish median DC rate, so drivers pay a number they already recognise.

Eighteen registered operators. None of them peer-to-peer.

Every registered Finnish charging operator competes for the same charging spend. What none of them offers is a way for a private individual to list an existing wallbox and be paid for it lawfully.

What none of them offer

  • A way for a private individual to list and monetise an existing home or workplace charger to the public.
  • Reliable access to a charger within walking distance of an apartment building that has none of its own.
  • Community-set pricing below fixed commercial or per-building tariffs.
  • A regulatory-compliant path — VAT, DAC7, liability insurance — for an ordinary person to sell charging sessions lawfully.

A validated category, not an unproven idea

Peer-to-peer charger sharing already works elsewhere: Co-Charger and JustPark/JustCharge in the UK, Powerly, and EVmatch in the US. The model has been proven — it just hasn't reached Finland or the wider Nordic region.

That points to an unsolved problem rather than a saturated market. The regulatory and operational groundwork a compliant peer-to-peer model requires simply hasn't been done by any incumbent yet.

Trust, safety & compliance

The reason this market is unserved is regulatory, not technical

Letting a stranger pay a private individual for electricity involves metering law, VAT, platform tax reporting and liability. EV Share Hub's answer to each of those is designed into the platform rather than left as an open risk.

Metered, certified billing

Per-kWh billing on MID-certified chargers under Finland's Measuring Instruments Act (mittauslaitelaki 707/2011, administered by Tukes), with a telemetry-based assurance method extending accurate billing to the wider installed base.

VAT handled correctly

EV Share Hub is structured as an intermediary. The host sets the price and is named as the seller of the electricity, so Finnish VAT (25.5%) applies to EV Share Hub's commission only — not to the full session value.

Tax reporting filed for you

DAC7 platform reporting is filed automatically for every host under Finnish act 1267/2022, with Vero.fi guidance applied in-product. Host earnings remain taxable personal income — but the compliance filing isn't the host's problem.

Platform-provided host insurance

Host liability cover is budgeted at €12,000 in Year 1 and targeted to be in place before the first pilot session — a differentiator no peer-to-peer charging platform currently offers.

Two-way ratings, verified identity

Drivers rate chargers and hosts rate drivers, with verified identity on both sides. Ratings feed directly into search ranking, and accounts below a minimum threshold are flagged for manual review.

Disputes with evidence

Photo-based incident reporting with admin-reviewed claims, refundable security deposits, and Host liability insurance as the backstop when something goes wrong.

No network licence required. Because the host is named as the seller and EV Share Hub's own regulated activity is the marketplace and booking service, no electricity network licence is needed; excise duty falls on network operators, not on EV Share Hub or its hosts. Written regulator positions from Tukes and Traficom are targeted alongside the Q3 2026 pilot.

Host — the idle charger owner

A detached or terraced homeowner in Espoo or Vantaa with a private, OCPP-compatible wallbox installed for personal use — in use around four hours a day, idle the other twenty.

What he wants
To recover part of the charger investment and earn passive income without ongoing effort. He's already on a spot-price electricity contract, so the marginal-cost maths is visible and easy to reason about.
What worries him
Whether there's a lawful, safe way to let a stranger pay for a charge — metering accuracy, liability if something goes wrong, and whether payment really happens without manual invoicing.
What wins him over
Platform-provided liability insurance, a five-minute listing flow with no installation, and automatic payout the moment a session ends.

Driver — the apartment-dwelling EV owner

An EV owner in an apartment building in Helsinki, Espoo or Vantaa whose housing company has no charging of its own, relying entirely on public infrastructure today.

What she wants
To stop planning every week around someone else's public network, and to pay closer to €0.38/kWh at a charger within walking distance instead of €0.40–€0.55/kWh on a highway-focused network.
What worries her
Reliability — whether the charger two streets away is genuinely free tonight, and whether it will be there when she needs it, particularly in winter when charging frequency rises.
What wins her over
Live availability intelligence, walk-up access with no subscription, and transparent host ratings.

Both personas are working assumptions built on survey data and target-segment analysis. They'll get sharper once real host and driver behaviour from the planned 20-charger Helsinki pilot comes in.

The concept, tested elsewhere first

  • 104 responses from EV owners in other European markets, via EV-focused groups, forums and direct outreach.
  • 84.6% of respondents currently own an EV.
  • 65.4% expressed positive interest in a peer-to-peer charging platform.
  • Among those willing to pay a guaranteed-booking fee, 66.7% would only accept under €1 — which is exactly why reserved booking is priced as a small optional add-on rather than a gate.

This run was not distributed in Finland. It speaks to the underlying concept and to host/driver behaviour patterns — not to Finnish willingness to pay, Finnish host conversion, or taloyhtiö-specific parking dynamics.

Where we launch

One dense metro area first. Deliberately.

A two-sided marketplace is worth more to a driver the more hosts are nearby, and worth more to a host the more drivers are booking. That cold-start problem is solved by concentrating, not by spreading thin.

Sustainability

More charging capacity without pouring a single slab of concrete

Finland targets carbon neutrality by 2035. EV Share Hub adds usable charging capacity by activating infrastructure that already exists, rather than by building more of it.

Lower carbon per trip

Every session shifted from petrol-vehicle use to shared EV charging reduces transport emissions. In-app CO₂ tracking gives each user a running view of their own impact — and supports corporate and fleet ESG reporting where relevant.

Built on the price signal that tracks carbon

Finland's electricity mix is predominantly nuclear and hydro, and our spot-price guidance runs on Nord Pool's hourly FI area price — the same signal that determines the grid's real-time carbon intensity.

Utilisation is the metric

A listed-but-unbooked charger delivers no emissions benefit, so host utilisation rate is tracked as a core ESG metric — and pricing guidance nudges hosts toward bookable pricing rather than listing and forgetting.
